I don't know what APA calls for, but MLA is used more often anyway. IN MLA FORMAT, YES, YOU SHOULD DOUBLE-SPACE YOUR WORKS CITED.

DOUBLE-SPACING IS USED THROUGHOUT (as with the rest of the paper).
Heading is centered.
List is alphabetized by authors' last names (or by title when a work has no author).
First line of each entry is at the left margin; extra lines are indented 1/2" (or five spaces).
The URL is broken after a slash. No hyphen is inserted.

Actually, according to proper format, you're supposed to.
You should also indent all lines in a citation that go over the fist, btw.

If you mean on Word, then you would simply right click, click on paragraph, find "line spacing", and choose double. Simple.
