uh the bulk of the reconstruction was contracted out to U.S. companies. that's what the U.S. contracters are supposed to be paid for.

Not at all. Privatization will build capitalism, which will in turn lead to a society not unlike other western societies.
The production and security of the oil and it's flow will be one of the owners, and those can be the Iraqi people if they wish to invest in said company(s).

The alternative is what you are seeing happen in Russia, where Vlad Putin is nationalizing all oil production, which is actually about using the money/oil for his own power.

why, first of all its their oil, they can do with it whatever they want, second, their elected governement cant even keep the streets clean and safe, so how can they run a oil companie.
