This friend does not have a job, and for some reason does not have any of his other loan money left even though he should..he says he'll pay you back. also, you are have multiple credit cards that need to be paid back and utility bills that are past-due. Should you give him the money and trust him, or use it to pay off your own bills and debts.

Is it your responsibility? - NO
Is it your choice? - yes
Is it smart? No. Never loan friends or family money unless you are "giving" it to them with no expectation that you will get it back, because you won't.
If he doesn't have a job and can't make good on his other bills, wht makes you think he will make good with you?
p.s. sound like you have your own money handling issues that you need to deal with first.
Remember - THE BORROWER IS SLAVE TO THE MASTER LENDER.

No, it's not a responsbility and not a good idea. You must take care of yourself and then you can help others (and if you lend money to a friend or family, you should brace yourself for it to be a "gift" that never gets paid back)

NO, look at his track record of not paying what he owes.

He may be a friend, but he made his choices and has to live with the consequences.

Why let him drag your financial status down.

no, don't lend him the money. from what you are saying, it sounds like he is not very careful with his money. if you lend him the money, you won't be getting any of it back.
