Well, my guess would be Abraham Lincoln because he was assasinated just before the war ended, or so I thought.

There were two plans for Reconstruction; Lincoln/Johnson plan and Congressional plan. I just took the history test today. Lincoln/Johnson plan was the plan for the southern to rejoin the Union without malice "malice toward none" and "with charity for all." Congressional Plan was the harsher plan because the congress want to punish south for what they did.

I would say Lincoln because he was assassinated after end of the war. So Johnson took over the Reconstruction. So Lincoln didn't have a plan for reconstruction.
