I think that there should be a driving test every 5 years once you hit 70.

Tougher driving tests and more training should be required. I know people who have been driving race cars and farm equipment since they were 8 or 9. These people could easily pass a driving test when they are 12. I know people who are 25 that shouldnt have a license. There seems to be a mental/physical age that needs to be met before allowed to drive. This will be based on the skills shown by different people so no certain age would be the cutoff.

16 with some limits on driving privileges until age 17 Example: requiring a licensed driver over 18 in the car, limiting the number of passengers, restricting night driving. Some states do this already with provisional driver's licenses for those under 17 or 18. Why? Accident statistics show that kids have a high rate of accidents their first year of driving.

Though, I believe we need a tiered licensing system or graduated licensing.
Similar to what they have in Japan.
If you are under 18, you can only get a provisional license, that has restrictions
for example
1) you cannot drive a car with out a parent or legal guardian who is also licensed to drive (so sorry, no friends, or cousins, that have a license)
2) can only drive during daylight hours
3) cannot transport passengers
4) must pay a $2000 deposit to the state to insure against accidents. Thats on top of the normal insurance they must have.
5) cannot drive a sports car (or any car possessing more than 200 hp) or any car that is worth more than $30,000 to buy.
After 18, then they can get a full license, the $2000 deposit is refunded and are allowed to drive any car they can afford.

I think 14/15-ish, that's when I started. And depending upon the level of maturity, w/in the individual this age will vary, I think it really should be based upon the parent/guardian...but if this were true, many ppl would not be driving today!!
