It would be D. universal, but it is a statement, not a proposition and the REAL answer is E. Incorrect.

Negation of an existential claim:
"It is not the case that there exists both an x such that x is a good student and x would be seen staying up late."

You can also parse it as a universal claim.
"For all x , if x is good student, then it is not the case that x would be seen staying up late."

The two are 100% equivalent in meaning.
