Yes, it is proven that weather definitely has an effect on a person's mood. The is a Disorder called Seasonal Affective Disorder and during the changes of seasons is when people tend to get more down. Usually it is during the winter months and when it isn't sunny or light out as much.

On sunny days I like to get out and do things with my family and friends, while on rainy days like to stay in and watch television + take naps.
So yes the weather often lets me know what feel like doing on that day. The sunny days usually happy and energetic ones.

Seasonal Affective Disorder is a real disorder. One treatment is to go to a tanning salon...your body needs some UV rays to function and regulate brain chemistry, and tanning salons provide this. Sounds weird but its true.

science has proven that the amount on sun your brain gets affects the balance of particles... in other words, on cloudy days, u are more depressed
