It does need to be streamlined, but it will never be. Why? Because it is government, son! Any and every government agency is filled with doing and redoing, and completing 7 forms just to use the toilet (13 forms if #2). As long as someone finds fault with something, there will not be any changes - the forms are their way of playing CYA.

Congress is complex, but it still manages to function efficiently. Streamlining it could mean that certain people will not be represented well in congress. I think it's best left alone.
