Jim Balsillie will do everything in his powers to bring the pens to Canada if the If Pittsburgh First does indeed win the slots license in December then he did promise Lemieux to keep the team in Pittsburgh.
On October 4, 2006, it was announced that a group led by Jim Balsillie, co-CEO of Research in Motion, had come to agreement with the current ownership to purchase the franchise. The purchase casts further doubt on the club remaining in Pittsburgh, as the Waterloo, Ontario-area based Balsillie once had the scheduling rights to Hamilton's Copps Coliseum for an NHL franchise and made efforts earlier in the year to determine legal validity of NHL territorial rights[citation needed](as Hamilton lies roughly 50 minutes from Buffalo, New York and Toronto). It remains to be seen whether Balsillie will relocate the team to Hamilton or the Kitchener-Waterloo region.
Another possibility in eastern Canada is Quebec City, where the city has been without the NHL since the Quebec Nordiques relocated to Denver, Colorado and became the Colorado Avalanche after the 1995 season. Former Nordiques owner Marcel Aubut has held serious discussions about building a new arena in Quebec City to replace the Colisee Pepsi, the arena that was declared obsolete when the Nordiques departed[citation needed].
Winnipeg, which lost the Winnipeg Jets to Phoenix, Arizona in 1996 (to become the Phoenix Coyotes, is also a strong possibility. Winnipeg has built a new arena, the MTS Centre, replacing the now-demolished Winnipeg Arena. On January 20, 2006, the Winnipeg Sun featured a front-page photo that depicted Sidney Crosby in a Jets sweater.[4]
The Penguins' fate now rests on the December 20, 2006 decision that the PA Gaming Control Board will make regarding the slots license for the Pittsburgh Area. Many believe that if the Biloxi, Mississippi-based Isle of Capri Casinos wins the license, the Penguins chances of remaining in Pittsburgh are extremely high as the formal agreement between the Penguins and Isle of Capri involves IOC contributing nearly $290 million dollars towards the construction of a new multi-use arena. Isle of Capri's joint bid with the Penguins is part of the Pittsburgh First coalition, which vows to put the "the interests of the people of Pittsburgh First in advocating and planning one of the largest economic development projects in the history of Western Pennsylvania."[5] If Pittsburgh First does indeed win the slots license in December, construction of the new arena may begin in July, 2008 and complete by the fall of 2009, in time for hockey season.
check this out it would be cool to have them back.Sidney Crosby in a Winnipeg uniform.

If Hamilton does get a team which is very unlikely they may be too close in proximity for the NHL to expand into Toronto. But i guess that would still leave the Marlies, and St. Mikes

Mark this answer. The N.H.L. will not expand any time soon, and when they do it won't be in Canada, and no team will relocate to Canada unless there is an out-of-this-world financial arrangement that would negate the disparity in values between the American and Canadian dollars. Sorry this is so, even as an American, I want more teams up north. There shouldn't be teams farther south than St. Louis.

You're close. If Hamilton gets a team, it'll be a Toronto-named team. Kinda like the New York Yankees/Mets, Rangers/Islanders, White Sox/Cubs, you get the idea.

It's true but the NHL will tell them they already have a franchise and they will have to make their own team.
