His name is ET and he has been racking up huge bills "Phoning Home". He gave me some Reese's Pieces as payment, but that doesn't even begin to cover the charges. Any suggestions?

Be nice to aliens! He likely is having a hard time getting a job.
I suggest helping him out for a while. Maybe he will let you visit
his homeland sometime.

I've never had any roommate experience, but I'd say simply do as a landlord would do-- cut off the phone service. Do you have a cellphone? Well, you can use that until he coughs up the money for the bill. Then, and only then, should you reconnect the phone lines.
It'll wake him up to the real world-- any future landlord he may have will most definitely NOT take sugary goodness as decent payment.

What the HELL are you saying George?. Don't you get a Bill from the provider? You start with you mate not paying there part of the bill then you change again so what are you saying?? Are you pist up AKA drunk??. If you cannot get the person to pay there share then you take them to Court then or if you do not want to do that well you pay it & kicked him out.

get wireless hookup and ditch the home base phone line and he will have to get a cell phone. long distance is cheaper on them anyway
