Not always. Sometimes they are checking your personal references to see what kind of person you are. I've had jobs where that is all they've checked. Others only checked the employment. Some didn't check anything, they just went by the interview.

in general they are the same just different terminology, when an employer ask for former employers they contact them to verify the information you provided and to get a reference based on your work performance
