Well, there's only three branches of government, and there have been countless constitutional revision efforts (not all of them successful).

Given such a broad question, I'd say all three.

The Executive branch - by strengthening the power of the president.

The Judicial branch - by calling for rulings on imaginary loopholes in the Constitution.
