When you bake them, gingerbread men come naturally bald and naked. Most people might "dress" them with ribbons or dots, but most people leave them bald. Some draw lines or ribbons on the head.
You don't have to leave the cookie bald, of course. You can paint on hair with icing or frosting.

Usually they make cookie cutters as smooth as they can without any extra parts hanging off to make it easier to mass produce. If they made a cookie cutter with the hair on it, you would have to be very careful pulling off the dough. You could always use a normal cookie cutter and then cut strips of dough and attach it to the cookie yourself...mohawk, fro, long, short, bob, etc. Thats actually a good idea.

It's not bald, it is just fuzz on his head that cant be seen.

If your gingerbread man has hair, it probably means it's moldy so I wouldn't go anywheres NEAR it!

Gingerbread men are actually very hairy, but it's very very fine, so you can't see it.
