In certain countries/states (if you live in the US), there were laws against having a certain number of women living in one house because it was considered a brothel (a.k.a. a place of prostitution). Most of these laws were set up years ago and are not really applicable today or enforced, but it is still technically considered "illegal".

Local zoning laws sometimes define a "family" as no more than 5 unrelated persons. So when a property is zoned for one single family residence, by definition you can't have more than 5 unrelated persons living in the residence.
The public policy reason for this is based on community planning, where multi-family zoning is provided for separately. For example, if every house on a street had 10 unrelated adults and each owned their own car, the driveways and streets would be severely congested.

It has to do with old laws pertaining to brothels. Laws were written restricting the number of female inhabitants to try to prevent houses of prostitution from popping up.

Bravo. Sierra. My home owners association stated that you can't have more of two of the same species in your house. Also, their periods get in rhythm and its a lethal combonation.
