his term wasn't up and I don't remember any crimes... yet he was forced to leave office?

was it just general incompetence?

he was voted out by special election. Several years ago, he signed a bill into law that cut the vehicle licensing fee - "car tax" - a line item revenue source that had a matching line item expenditure. The matching line item expenditure was a payment to counties, cities and towns to fund their operations. When the recession struck (.COM bust) he increased the car tax, and that ticked a lot of people off. That was the main reason he was recalled.

He started passing laws that cost every California Citizen more money. I don't know if you owned an automobile at the time he was governor, but he raised the registration fees by triple the normal amount. People didn't like that one bit. When Governor Swarzenneger got into office, he lowered it back down to normal and refunded the people that had already paid that rediculous amount.
