Because they have "waxy" type characteristics the water beads on them instead of "spreading out" over the surface. Things dry quickly if the water spreads but if it stays in beads you have very little surface area from which it can evaporate--so they stay wet longer.

Leave the door to the dishwasher open after it's finished washing. It doesn't dry because there is no air circulation.
