Not sure what that means, but I would contact them and grill them before I surrendered any money.
It is possible that the consumer-guide site that you quoted are redirecting users to those background check sites simply to get a commission. This does not necessarily disqualify the services from being legitimate, but from just the few minutes I have looked at it, I am suspicious. What does it mean "Highest paid affiliate program"? Sounds like some sort of Amway marketing thing to me.
I would be awfully cautious.
