1 week later i tell you this, hope my answer will be useless, but go the the higest person you can meet and get the electricity back !!! kids !!! then settle all legal and ... stuff but priority is get electricity back !

Call PG&E customer service or go to their nearest customer service location. Bring the bill!
Bring the previous bill(s).
If they won't help at all, take the same items to legal aid, the PUC (Public Utilities Commission) or your local TV news station - like "7 on your side"

You should not have to call a lawyer. Call customer service back and ask to speak to a manager. Continue going up the chain of management if it does not get resolved. Ask them to bring up your account on their computers to let them know how much you were charged the past 6 months and that this is a big discrepancy.

Take a photo of the front of the meter, clear enough to read where the dials point or a clear shot of the digital readout Make sure the meter number is also clear. Go into PG&E's office and show them that the meter reading was wrong......IF it was.

Go the PSE&G with your last 2 bills and your check reciepts and try to clear it up with them or get a lawyer. Who pays for your internet service and don't you need electricity to use your computer?
