I have a co-worker who claims to have been an Eagle Scout; however, he seems to be quite clueless about basic scouting information. Is there any type of validation process where I could, in fact, confirm that he IS an Eagle Scout (directly with BSA)?

There is not directly through the BSA, however most times, if a young man achieves the rank of Eagle scout it is printed in the local newspaper. You may want to find out when he supposedly got the rank of Eagle and then check the newspapers for that town.

I would look at this site and ask him specific questions. It looks like membership is voluntary.
