In the history of phones and at one time the Internet. It was a way the phone company could encourage you to talk when most people would not. More usage for phone company is during 8 am eastern to 5pm pacific, this is peak time and cost you more money per a min the off peak time. Sometimes there were night time minutes that started around 10pm an that was the cheapest.

Off peak minutes are from 9 PM to 6 AM Monday-Friday and all day Saturday and Sunday and major holidays (New Year's, Fourth of July,Memorial Day, Thanksgiving, Christmas, Labor Day, etc)
The hours depend on your service but this gives you a rough idea

Along with GL's answer, they are minutes that are not considered in heavy use by everyone on your carrier. Point-hours they think no one will use the phone(less busy)

If you are with verizon...you don't get the major holidays cuz they took that away. but everything else GL said is true.
