If i go to college to major in biomedical engineering could i emphasize on genetic engineering?

No, they are about as different as it gets.

BME is more of traditional engineering. Most of the BMEs I know do physics based experiments- they are interested in stuff like flow rate and forces. BME is the lets make an artificial heart type stuff.

Genetic engineering is a misnomer. Primarily with genetic engineering you are doing lots of database and computer work- and a LOT of recombinant DNA stuff. If anything, this is closest to chemistry.

They are really as different as two fields get.

no, biomedical refers to the study of medicine and the health of the body, but it also includes genetic engineering. In genetic enginneering you will study genetics in general and genetic disease as well as the genetic manipulation which is what the enginnering is.
If you apply through the Biomedical route find out what discipline is available as some courses cover all aspects in general and other will have specific modules which you can specialize in.
E.g.
Biomedical Science (Medical Biochemistry)
Biomedical Science (Immunology)
Biomedical Science (Cytology) etc...

Make sure you know the options available from the college you apply to (lots of genetic related classes). Or apply for a staightforward Genetics degree.

Its possible, although bio-medical engineering is normally more focused on the macro-mechanics of biology (like artificial hearts or other prosthesis).

Genetic engineering is not engineering as taught in university engineering departments, it is more a subset of biology. Most genetic engineers do not have "engineering" backgrounds not even bio-medical engineering, they have biology backgrounds.
