If no water is flowing into the toilet tank even when the level is low, then the refill valve is malfunctioning. (unless the flapper seal isn't sealing and in that case water would be constantly running in and draining out and you could hear and see that and it would be obvious).
First make sure the float is not stuck. The float triggers the valve to open when the level is low and closes the valve when the level gets to the "full" set point. If the float is stuck "up", then the valve will not open to fill the tank. Find the float (it might be the ball on the end of a lever type or the cylinder around the valve type or something else) and jiggle it and make it drop.
It is possible that somebody closed the feed valve (at the wall near the toilet) so make sure that is open.
It is barely possible that the valve is plugged and the orifice can be cleaned out.
Otherwise, you need another valve. They cost about $10. Get them at a hardware store or discount store.

You are not very clear. If it doesn't fill to the top adjust the float. If the water is leaking out then it is a flapper problem. You can get a generic replacement for about $1. If water is not going in at all then it could be a valve problem. They are easily replaced for about $5.

Think your fill vale may be messed up, They are not expensive fine one a Lowe's or Home Depot, Its usually y located on the left of the tank the tall gizmo

Sounds like your inside lid flapper is shot, the water keeps leaking out of your tank. Their fore will never fill up. You can buy the replacement parts at any HOME DEPOT.

pull the top off the tank and watch it.
It could be the float hanging up.
or it might have got turned over. (not bent the right way) so the tank thinks it is full.

wiggle the handle, some times the stopper gets tangled with the chain or just can't close all the way. take the back off and see what's going on if the chain or chord is even attached to the stopper that will give you a better idea of what is going on.
