You kinda need to post a price range:
$5-A simple gift card(Starbucks? Jamba Juice? Baskin Robbins?) + Candy (candy cane? mint Kisses?)
$10-Same thing, just up the gift card price (Target?)
$20+ Nicer store gift cards? Favorite Soda (Large Liter? is always fun) King Size Candies? Favorite Past times like Coloring books or Paint sets or Spy Gear?
Cookies are sweet too and a great gift, but they are a little more thoughtful?

Most of the 13 year olds I know like video games. The only downside here is: you don't know what kind of game console he has, or if he even has one! I'd say, maybe get him a DVD of an action movie. I think movies is something universal, everyone can enjoy them. Most Wal-Marts even have $5 DVD bins.

What guy, regardless of age, doesn't like food? How about getting him a small gift card to a restaurant like BK, or McD's or something else. It's not really too personal, and you know he's gonna use it.

first of all, if its a secret santa, he wont know who got it for him....
my friend had to get a gift for this guy who she is really annoyed by, but he's madly in love with her.
she just bought him pack of gum and a $20 hastings gift card.
thats what i would do

I think those little '20 Questions' toys are awesome. You can get them at Target or places like that and they're about $8 . That's something cool but not too personal.

Get him something like a hat or socks. Maybe something like a book to read would be nice too. That way you aren't giving him personal items that may give off the wrong impression! Good luck

get him a gift certificate to Hollywood Video for two rentals.... he definitly will not think you like him, but everyone loves movies! Plus the cookies are way too cutsie and mean you spent time on him.... gift certificates are sincere but not suggestive

get him the book the Grinch that stole Christmas because a book is not too personal second it teaches the true meaning behind Christmas and it isn't at all romantic and it isn't too expensive
