As far as I'm aware, a key holder is a person within the company that has a set of keys and the alarm codes in case the emergency services need entry to the building.

yes and it could also be the person whose name is on the contact list with the police or alarm monitoring station.
the key holder would be the one that the police or monitoring station would contact if the alarm is activated
