Definitely not A or D. She did both b and c, but since the middle class never became very large, and the bureaucracy never became really efficient, you could really debate those. I would say her Education reforms were a greater success than either of those, but since that's not an option, if I had to chose, I'd go with c.
This is why I hate multipe choice questions.
