One of the worst problems with mailing money is that there is no way to trace it. Lets say you buy something and you mail in your payment in cash. The person on the other end opens the envelop and sees cash and pockets it but does not ship. You have no way of proving that you sent the money. If you had sent a check or a money order then you could show that those were cashed. It is not the mailman I would fear stealing your money, it is someone with lower ethics on the receiving end.

In general it isn't a good idea to mail money. Just due to the fact that the letter could be lost with no foul play involved.

If you're willing to take the chance and the amount isn't that large a security envelope or putting it inside of another piece of paper will work.

I believe the biggest issue with mailing money, and I assume you mean cash, is that it cannot be replaced if lost. But yes, if the cash cannot be seen from the outside of the envelope it's safer.

You can get a money order from the post office, that is easier to send and less tempting for someone to steal. Plus the recipient can cash it fairly easy.

Use your bank to do a wire transfer to the other person's bank, or at least western union - there may be fees but it's a lot safer.
