Just keep practicing. Also, try not to concentrate so much on making it straight... that might be making you shake even more. Just tilt your head back...don't completely close the eye and that will prevent your eye from sort of twitching. When your eye is closed, it tends to twitch (mine does anyway) when applying the liner. Hope that helps!!

There are two different things you can do:
1. Try using a shadow as a liner. You can use a stiff wedged brush (called an eyeliner brush). Wet the tip of the brush and use a dark eye shadow to line your eyes. Its very forgiving, lasts all day, and can look either bold OR natural.
2. If you want to use liquid eyeliner, try putting on your mascara first, curling your lashes second, then with the liquid liner make small SMALL dots connecting your lashes. I can't keep a straight hand either, so this works very well. Just make sure to make the dots small enough that they 'blend' with your lashes.
FYI: a Q-tip dabbed in lotion can fix any mishaps w/o disrupting the rest of your make up.

Rest both your elbows on a a hard surface IE: a table, to apply eyeliner to either your bottom or top lash line have to rest your baby finger on your cheek so as you can have steadiness. Which ever hand you use, use your other hand to pull lightly on the outer corner of your eye then with your pencil/brush between your fore-finger and thumb you curl in your baby finger and rest it on the cheek/side of face you are applying the liner to. Use your pinky finger as a stabilizer for your hand. Like a kick stand! I do that for painting and it works for applying any kind of liner for your face too!
I also find that if I keep my eyes closed and feel it with the pencil it is easier than if my eyes are open. That takes practice!! I can completely line both my eyes and lips with my eyes closed! And it is perfect every time!!!!

at the end of eye jus gently pull the upper lid.use a kohl liner to gently draw the line.u need practise this often then ur hand can get steady, keep the tip of the pencil sharp so lines are thin and easy to work with,if not use dark eyeshadows to line and create the look you want.

What I recommend and works the best for me is to use your index finger to hold the corner of your eye down and your middle finger over your lashes to keep your eye flat. Also use a cream liner that you don't have to sharpen it will be much more gentle on the eye. pretty soon you'll be a pro.

Try leaning your elbow on something whilst applying your eye liner. It will keep your hand still. Then it's just down to practise. Good luck!

Use your left hand to pull your eyelid taut. Then using small strokes work the eyeliner into the lash line. Continue till the end of the lash line.

It's helpful to rest your chin on the heel of your hand to keep it steady, and you can always smudge the liner for a softer look.
