Turn off your computer. Turn it back on and keep pressing F8 until you get a menu. One of the options will be Safe Mode.

Restart computer. When windows starts press F8. you will usually hear a beep. After the beep there will be a menu. Click Start Windows in Safe Mode.

Just follow the instructions you were given. "Turn Off Computer" and "Shut Down" are synonymous, they just changed the wording in Windows XP.
EDIT: I should also note that the key may be F12 and not F8. To be sure, you can check Start → Help.

when an error like this occurs restarting the computer doesnt always correct the problem.. I suggest you shut the computer down and leave it off for 2-3 minutes then start it up and then press f8, the one screen prompts will help you

turn off computer IS shut down then restart and just keep pressing F8 untill it stops on a black and white screen where one of the options is start in safe mode

The option to turn off is below the log of option. If you can't find it the simply reset the computer and hit F8 whilst it is re-booting. If you give me more details maybe the answer would be easier to find.

power down, then switch power on whilst pressing F8 key repeatedly, until you get a menu come up, that then gives you an option to start safe mode

The first time you start your PC, repeatedly press F8.
You will see a screen from options to choose from instead of windows loading. Choose safemode here and press enter.

hit alt+Ctrl+del all at once, twice. That will restard the system.
Then, as it is booting hit (I think) f7 or f8. By that point I am usually ar*sed enough that I just start hitting f keys!
It will go to a screen, enter the numbr correspoding to safe mode, and you ought to have it.
