The cheesy answer is that water runs down hill and since the oceans are the lowest place on the planet, then it is only natural that the water collects there. The real question is, "Where did all that water come from?" It seems that all the material we have on earth was once star stuff, but how did manage to collect here? Carl Sagan on his 'Cosmos' series suggested that the water came from comets that hit the earth in the early stages of creation. Then again, maybe it it was part of the massive cloud that formed the solar system. The sun has not always been at its current state of energy transmission and the loss of water on the other planets could have happened due to atmospheric conditions of the planet, (or lack of atmospheric conditions) at the time the sun started emitting its energy.

1. Lots of icy comets hit the Earth during its first billion years.
2. The material that initially formed Earth had a lot of water in it. Volcanoes spewed out the water vapor, and when the Earth had cooled enough for it to remain liquid, it condensed.

Cometary infall during the early period, which were far more frequent than present day. Comets are mostly ice. Earth developed oceans because conditions were right for the ice to melt and not evaporate away, as with what happened witl the rest of the interior planets.
