most petstores usually carry them. I believe I saw some at petsmart a few days ago, but they were priced at 2.99, so I just walked away from them.
As for the semi-aggressive part, no, they aren't. They are a altered breed of danios, which are peaceful fish. However, they do get a little nippy when they're playing, which is fun to watch. They just chase each other around the tank, nip the tail, then run off. It's like tag.

That website doesn't have retail links so the only way to know where you can buy them locally is to call around and ask. I haven't seen them anywhere since after the big fad faded.
As for being semi-aggressive, I'm afraid they're not. They're just genetically altered danios, and danios are standard community fish -- very peaceful. They're also very fast swimmers so even though they're small, they like a nice, long tank to spread their fins in.

Most any pet store will have them and No they are not aggressive.
