What is the cheapest way to effectively market a web services biz?

I am a web and graphics designer who is trying to get my business off the ground. So far, all of my business has been from referrals. I specialize in web services for people with small budgets. What's the most cost effective way to get new clients who I don't know? The free networking sites all stink because everyone there is either broke or a jack-of-all-trades.

Anyone who's been where I am before - how did you get ahead before you had a big advertising budget?

Simple answer make flyers and hand them out to local business, always best to start locally before you expand globally.
