My sister wants to try and pull money out of her account, She has to pay 200 to a bill that she owes and only has 150 of it, can she pull it out of an atm and her account go negative?

No. If they can prove she did that knowingly, she will be guilty of a misdemeanor.

Her account will not go negative. This will only happen if she used her debit card, or wrote a check for an amount above what has in her account.

The ATM can only grant monies that are available in your account(s).

If she has $150.00 in her account she can only withdraw that not $200.00.

If she needs further clarification tell her to contact her bank for details.

Only if she has overdraft protection which you have to sign up for at your bank.
