You can always run scandisk in dos or safe mode if you are using Win95, Win98 or WinMe. You can also defrag in safe mode. If you are using 98 or Me you can just hit the left ctrl key while the computer starts and it will take you to the options screen where you can choose to start into safe mode (3). If it is Win95 or XP you can use the F8 key to get into the options screen to start in safe mode.
In dos it is just typing scandisk C: /all. that way it does a surface scan also and marks bad blocks.

Try doing a check disk
Start
Run
Type 'cmd'
At the DOS prompt type 'chkdsk /r'
it may ask you a yes\no question type 'y'
type 'exit'
Reboot your computer
**This will run a windows uility will locate bad sectors and try to recover readable information.
After your computer has rebooted - Repeat except
Start
Run
Type 'cmd'
At the DOS prompt type 'chkdsk /f'
it may ask you a yes\no question type 'y'
type 'exit'
Reboot your computer
**This will run the same windows uility except it will attempt to fix errors on the disk.
After rebooting - attempt another defrag. If you can't still defrag your hard drive, you may have to reformat the drive.

It sounds like you need to start over by formatting the disk and reinstalling Windows and all of your applications. Save off your data (letters, taxes, resume, etc.) before you do though. Good Luck!
