You are on level one. You can only answer 20 questions a day. I made a list here of levels and how many answers, questions and votes you can have on each level.
I also included the amount of points you need, to be on each level. Here it is:
Level 1...1-249 points...20 answers...0 rates...20 votes...5 questions
Level 2...250-999 points...40 answers...unlimited rates from here
on...40 votes...10 questions
Level 3...1,000-2,499 points...60 answers...60 votes...15 questions
Level 4...2,500-4,999 points...80 answers...80 votes...20 questions
Level 5...5,000-9,999 points...unlimited everything except votes...80 votes
Level 6...10,000-24,000 points...unlimited everything except votes...100 votes
Level 7...25,000+ points...unlimited everything except votes...100 votes.
The reason there is a cap on votes is because some people try to climb the ladder by simply clicking on answers over and over to get points fast. Some were not even reading what they were clicking on.
They just changed it recently to prevent people from doing that. They were cheating.

each level has a certain limit. the 1st level only allows u to answer 20 questions a day

You're at level one, they limit the number of things you can do until you get to level 5, then all bets are off...

Yeah you can only get a certain amount of points per week I think, so you need to ask some questions!

you're probably beyond your answering limit for the day.
Go under My Q & A and see what level you are in, it should tell you how many u can answer.
