If you ask fifty different people (men and women) how sex feels, you'll probably get fifty at least slightly different answers. It depends on you, on your partner, on the circumstances, on the intentions, on your mood, on your experience, etc.
More frequently women/girls would say it "hurt" than guys would, though it does not "hurt" for all women the first time. I wish I was one of those women. ha ha.
The only reason I can think of that it would "hurt" a guy is if there was insufficient lubrication and it pulled on his skin. Other than that, I don't think many guys would complain that sex hurt.
For those women who do experience discomfort or pain in the beginning, it's usually related to being nervous/tense, insufficient lubrication and being unused to the sensation. However, these reasons for pain or discomfort are overcome with practice and the patient care of your partner.
Sometimes sex can cause pain in people with health problems such as ovarian cysts, endometriosis (sp?), yeast infection, etc.

I take it you mean the first time with regard to hurting. It will usually hurt the female the first time. The male may also experience some discomfort but, generally, they don't feel pain.
