I think extra-curricular activities are wonderful. I live in a rural area and while it's a bit of a pain in the butt driving my step daughter all over creation, at least she's busy. When she was living with her mom and wasn't involved with school activities she got herself into all kinds of trouble. Now she's not idle, doesn't have time to get bored and is doing much better in all aspects of her life.

Yes because curriculum is not just about the rs For example ourkids have been doing swimming lessons which the government subsidises .It is cheaper than private swimming lessons and it may help to save the life of a childand it is a healthy activity. Now the government wants to cut out the Aquatics programme for older children.Aquatics gives kids the chance to learn how canoe safely and other water based activities.You could call it physical education.
