Get some paper and a pencil and sketch what you want it to look like, then just make it. You should probably use an editor like NVU to create your first page, but if you know HTML code then I suggest you use Notepad++

get the idea in writing and make a squetch, make a plan what goes where, of course ask what the person wants on the website
