What/ Who are the "Haves" and "Have Nots?"?

Are the Haves/ Have nots a group of people or things?

If you poll a bunch the general answer you'll get is...

"Haves" are people who have more then you.

"Have Nots" are people who have less then you.

typically classified people, not things...just to explain i am writing in this example

The rich HAVE wealth. The poor, in contrast, are HAVE NOTS.
