I am looking for a waterproof light to put on the underside of my deck railings. It needs to be a low profile(less than 1" tall), needs to be flush mount, less than 4" in diameter(or close) and inexpensive( less than $80 a piece). Low voltage would be a plus but not necessary. Please help.

like cowboy doc says go to ebay but look for deck lighting you can get lots of different designs i prefer the ones you cut into the deck with a hole cutter and they are low voltage ie 12volts

You can install rope lighting. it would be perfect and easy to install it. 150 feet of it including attachments, costs around $100.00. It is available in low voltage also. and assorted colors.

Check with Home Depot or Lowes they usually have this type of stuff

Go to E-Bay this is where I got my underwater pool lights, very reasonable.
