Well, Angels can be agressive (I assume you mean the cichlids):

That's what Wikipedia said on their freshwater angelfish artical. I've never kept them, but that's what I've heard. Neons are definately small.
Bettas don't usually attack other fish, unless it (for some reason) thinks it's another betta. They know instinctively that bettas are red, and will attack other red fish sometimes. Anyway, they don't eat other fish, they just beat them up.
What concerns me is the "balloon fish". If that is the balloon molly:

you are OK. Mollies are peaceful community fish. On the other hand, if your "balloon fish" is a puffer:

it is the most likely culprit. They are carnivores, and can be very agressive. They can chew the tail off most fish. I wouldn't be surprised if your puffer killed the neon tetra and all the fish gathered around for a free, fresh meal (fish do that all the time to dead fish). If it's a puffer, I would suggest taking it out now.
Otherwise, it could be your angel, or it's just hiding. You did say you looked everywhere though...

Probably your angelfish ate it. Large angelfish are big enough to eat small neon tetras. You can get some more, just make sure they are adult neons and not babies. If all you can find is babies, get a bunch. The angelfish may eat one or two every week and hopefully a few of them will have the chance to get big enough!
If your angelfish is still small, then it is possible the neon died and was eaten by the other fish, or is rotting somewhere on the bottom of the tank or in the filter. In the water, they disintigrate pretty fast, sometimes you never see the carcass.
ljn331 - male bettas are fine in community tanks with other fish. I would not advise keeping them with guppies, as their long flowy tails could be mistaken for another male guppy - and I might keep an eye on him with the angelfish - but all in all, that tank sounds fine as long as it's big enough ie 30-40 gallons.

You're Neon isn't missing, it's dead. I've gone through so many of those things in my tanks. I just keep buying them and they just keep getting eaten. The last time I bought Neon's I bought the same amount of another kind of fish. They were identical in behavior. All the other fish are where they should be, growing and as happy as their tiny brains can muster. All the Neon's, GONE!! I'm done with Neon's unless I get them their own tank.

Most likely the angel fish ate it. Of course I would count the betta out entirely, but neon are a bit too quick. Is the balloon fish a balloon molly or a puffer. Molly are peaceful, but puffer (cute litte rolly polly angels of death) are prone to kill and eat any/all of your fish. Of course it could have just died, and been eaten by all of your fish. Or jumped out of your tank.

My Angel fish went to town when we put in some Neon Tetra's in our tank. So I would say your Angel fish ate it.

depending on the size of your fish they could have eatten it the betta is after all a predator. The other fish you have wouldn't pass up the opportunity to join in if the betta began the feast. The neon may have also jumped out of the tank.

It likely jumped. Do you have a cover on the tank?
And if the Betta male or female? Unless it is a large tank you may want to take it out, ecspecially if it is a male. They don't tend to kill other fish, but they will harrass and rip fins.

either ur betta or angel fish ate id mine both ate small facey guppies, but other then that it could of died then got burried in the gravel, that happend to my pleco, it disapered one day and i didn't see it for a week till a put a plant and it was in the gravel
