Is it true tha one can apply for planning permission on any piece of land, whether you own it or not (UK) ?

yes it is but the owner will benefit from any uplift in the value, not you

NO, when you apply for planning permission, the local council should be asking you to include proof that you own the property or are co owner.

this prevents you getting permission to modfiy a property you might just be renting.

Most people selling land, applying for planning permission in advance of puttig it on the market, having this permission already approved is what give land a high sale value over plain agricultural land.

If planning is place on purchase of the propert/land, then it is yours.
If you do not own it, then you could ask for provisional planning, on behalf of the vendor, to see what happens.

Yes this is to allow people who want to buy the land and develop it to know if they can build on it.
