I want to say that he will be drafted by either the Raiders or the Lions. But those two teams have bigger problems to solve first. They need to draft offensive linemen before even thinking about drafting quarterbacks. Both Aaron Brooks and Jon Kitna could have decent numbers if their offensive lines were better.
Also, one thing I've noticed about Brady Quinn is that whenever he faces a team that brings a lot of pressure, his numbers are bad. Any game in which he gets hit a lot, his statistics are below average.
So to sum it all up, I think he's a definite Top 5 pick but I dont think he'll be successful until he plays on a team that has a good offensive line (a line that can stop a blitzing defense).
I have to agree with what Michael D said. I was watching ESPN and they said that if the Browns get the opportunity to take Troy Smith in the upcoming draft, then they should definitely take the opportunity. Even the ESPN analysts said that if the Browns wasted an opportunity like that, then the Browns are making the biggest mistake ever.

Raiders or Lions are most likely, as both have horrible records and need help at that position. Green bay could be very cool as someone else mentioned. Quinn's brother-in-law A.J. Hawk is a defensive standout rookie there, wouldn't that be cool for his sister to have a kid bro and a hubbie on the same NFL team?

This is tough, because the teams likely to have the early picks need help elsewhere and will likely trade down.
I could see Minnesota trade up, but they might want Troy Smith.
Cleveland would be my best guess. Charlie Frye is terrible, and Quinn would have a favorable regional draw playing in Notre Dame.

I'd to say the Lions. Actually, I will, but they have a history of screwing up their draft picks. Hey what about the Lions drafting Troy Smith? Either one will help them out. They need a good quarterback.

I would have to say the Raiders. But I think that Troy Smith should be drafted before him.

I think that he'll be drafted to the Browns of Lions, based on their quarterback situation.
