by the way, we all know Carter was not a bad President, and he was certainly the most honest and one of the most intelligent Presidents we have had, so he really should not be on the list but I threw one Democrat in so the Republicans wouldn't throw a hissy fit (watch them all pick Carter anyway)

for those that asked, Clinton is saved for the best Presidents list, as a two time President that was extremely popular. That list, for another question, will include Teddy Roosevelt, Wilson, FDR, JFK, Reagan, Clinton

We've yet to see the extent of the damage that George W. Bush has done. Given time he'll probably make the top of the list. Hoover caused the most long term damage through mismanagement of the economy. As far as character, lies, integrity, loss of trust, and legacy of history I'd say that Nixon presently holds this dubious title. His negatives far outweigh his few positives.

Bush II can't count because he's not yet history. So I'd say Herbert Hoover. He was too reluctant to abandon laissez-faire Republican orthodoxy as the US slipped into the greatest economic depression of all time. Thousands of formerly productive citizens starved and died; many more were forced to rely on soup kitchens and charity. Unemployment was close to 30%, and for the rest, subsistence wages were the rule.

C=JD, that was incredible. It's a complete overview of the horrible crap that Carter did while in office, and he only had 4 years to pull off his stupidity.
It's true that he may or may not have been a bad president, but at the time he was in office, he was the totally wrong guy. So sad that Gerald Ford wasn't still president for those years.

taking into account both overall performance, character, wars, lies told, management of economy, honesty, integrity, intelligence, and probable historic legacy - the answer has to be George W. Bush.

Out of those...Dubbya. But where's Coolidge? He set us up for the Great Depression and Hoover was only trying to clean up the mess that he left.

E.....then B.........Hoover did ok considering what he faced and carter was just lame but did ok too...I actually prefer George HW Bush over this 'W' character......Daddy Bush was so much smarter it is not even funny. Trying to compare them is impossible as I do not believe Daddy would be doing half of what son is doing. i wonder sometimes if Daddy gives any advice? Perhaps daddy should chase 'W' with a switch and whip that boy...
