Not practical. Paints do exist at cheap prices and that is the best solution to resolve rust. You don't have to have a detector for that I guess. Besides, an intensive study on life spans of pipes are available which allows us to estimate on which periods of time do we have to conduct maintainance due to rusting problems...

it's not hugely important because materials can be fairly cheaply made to rust very slowly or not at all. pipes often outlast their own usefulness.
