I would recommend David Mayhew's "The Electoral Connection" as a response to this question. In that book, Mayhew argues that members of Congress only take actions in order to achieve reelection. These actions are broken down in the book into three categories: name recognition, credit claiming, and blame avoidance.

While there are valid criticisms of this book out there, I still believe that most of what he argues rings true.
