Right after christmas when people return them or they have their after christmas sales. Also look at open boxed models.

This is a tough question to answer. Right now is a good time since AMD 64 bit processors have dropped in price. If you want a duo processor it would be a bad time. Usually wait till july or so, thats when most big computer/laptop sales are since school is starting shortly after.
