Depends on what are you interested in... If you prefer beachs , Rio is the best place to go. But if you are keen on night life, clubbing and culture, Sao Paulo (Sampa as is it now by the locals) is the best place to head.

Rio de Janeiro, it's for tourists.
Both cities are dangerous, but Rio is a bit more.
I think São Paulo worths a visit, It's the 4th biggest city in the World, very interesting.

Sao Paulo is for work .. and it has no beaches ..
Rio is for entertainment .. and has beautiful beaches...
as for the crime.. just play it safe.. and dont look like a tourist.

sao paulo is much better! and in an hour with the car u can arrive to guaruja,,, and the beach is much better than rio!

I suggest Rio de Janeiro
it means river of January.
you can visit there: Copacabana and Ipanema , nice places.
is famous for it's nice beaches.
rio de janeiro has an annual carnival that is famous in all the world , the statue of Jesus Christ on the Corcovado mountain. (very big statue)
