Leggings look really good with a long jumper/dress and they can work with shorts and skirts but for those I think thick tights look better.
You can wear leggings as long as your bum is covered but any shorter is a no no

leggings under a miniskirt is SO overdone, actually leggings are just overdone with or without a skirt,
try it with a dress and instead of leggings try thick tights, they are more in style now.
