I think its true in a lot of cases. Even if you can't literally see something- like love, or peace, prosperity- its often just out of reach, almost attainable but too far away to grab.

e.g. You can see a car that you really want , but your hand can't reach it as you have no money to buy it!
Or...
We can see something like poverty in another country but do nothing about it.. i.e fail to reach out to help in any way...
Just my take on the proverb...

I am not sure, that I understand. I do know that I can see things that I can't reach. I doubt, this is that simple.
