I moved lately in brooklyn, and I was surprised that buildings shut the heat at night around 11:pm and start it back at 5:00 AM.
When I asked the management they said that they comply with laws because the apartment should be warm in the morning because of old and children. Don't we need heat at night more that in the morning?
Does that happen to anyone? Do you depend on electrical heat or you complain?

By law, building owners must provide all tenants with the following levels of heat (During the heating season, October 1 through May 31):

* Between 6 a.m. and 10 p.m., heat must register at least 68 degrees Fahrenheit when the outside temperature falls below 55 degrees;
* Between 10 p.m. and 6 a.m., heat must register at least 55 degrees Fahrenheit when the outside temperature falls below 40 degrees.

Tenants in New York City with heat and/or hot water complaints via the City's Citizen Service Center by dialing 311 and ask for the NYC Central Complaint Bureau's Hot Line.

In addition, rent stabilized and rent controlled tenants can file a complaint with the New York State Division of Housing and Community Renewal (718-739-6400) if the landlord is violating the above rules. For more details, see the relevant fact sheet on our web site.

If you find that the landlord IS in fact meeting the heating standards but it still feels cold to you, you might talk with the landlord about repairing windows or other openings that are allowing drafts to enter the apartment. Sometimes some caulking, tape or insulation around windows will provide tremendous heat saving benefits.

Yes. I don't keep track of exactly what time they do it but there is a period throughout the night where I never hear the radiator go on. It's actually fine with me because I live on the top floor and my apartment gets extra hot in the winter. I usually have to keep one or two windows open and a fan on because of it. The temperature in my bedroom is generally in the upper 80s (sometimes in the 90s) in the winter and sleeping can be very uncomfortable. I definitely do not need the heat to be blasting all night long when I'm in bed and under the covers. Shutting the valve on the radiators cause them to drip/leak water all over my floor so I need to keep them open. If the heat was on in the building 24/7 I would bake to death on the top floor!

There have been random times over the years that I got very cold at night and I just used a space heater. That was usually because they did not have the heat on during the day so the apartment didn't get a chance to heat up before the night. The only thing I've ever complained about in my apartment was lack of hot water for more than 12 hours or so.

you do not need heat at night anyway, my window is open even when it snows and that's the reason I haven't caught a cold in 20 years. Get too used to heat and as soon as you are exposed to cold you catch something. Same reason why too much air conditioning in the summer is not good, our body don't like constant temperature changes bigger than a couple of degrees.
